Identifying Foreign Principals
Below is an overview of the process for identifying individuals or entities that meet the definition of a Foreign Principal.
Foreign Principals are entities or individuals who meet any one of the following criteria:
- Government or Government Official of a Foreign Country of Concern
- Political Party or Political Party Member of a Foreign Country of Concern
- Entity in FCOC or subsidiary thereof.
- Individual Domiciled in a Foreign Country of Concern
4.1. Domiciled is defined as: “A physical presence in a foreign country of concern with an intent to return thereto. Intent is demonstrated by an absence of seeking citizenship in the United States”.
